Filings that need identity ask for a government identifier and a photo of an ID. Upload clear images. Do not email packets to random inboxes. Files are reviewed in the back office and are not published on the public site.

Have a recent face photo, tax identification for the person filing, a reachable email you will check, and the payment method you will use. A government photo ID (passport, military ID/CAC, driver license, or national ID) is required on retirement, redeployment, adoption, shop, and flights. On a leave filing, if the filer has no government photo ID they may declare that and still reserve the packet. Leave, retirement, and redeployment also need the soldier unique code. Service-dog adoption does not. Leave packets also need travel dates, duration, and destination. Retirement needs service and forwarding-address details. Redeployment needs assignment and dependent information if family will relocate. Service-dog adoption needs a cleared dog (age 2+ and fit), a 1,000–30,000 character personality, and a placement address.
Complete the applicant block in the name of the person actually filing. If the soldier is filing, use self and the soldier’s identity documents. If a spouse or parent is filing, use that person’s legal name, date of birth, tax ID, photo, and ID images, and set relationship to spouse, parent, child, sibling, or other. The soldier unique code still ties the packet to the service member.
Yes. Filers in any country complete the same packet. Choose your nationality and country of residence from the list, enter a reachable phone with country code, and use the tax or national identity number issued in your country (or a passport number if you have no tax ID). Home and leave addresses follow that country’s rules: state or province is required where those countries use one; postal code is optional in places that do not use one. U.S. citizens living abroad still use an SSN. Passports, national ID cards, residence permits, and driver licenses from any country are accepted. Leave destination can be any country; the packet marks it as outside the U.S. automatically.
No. Choose “Not a U.S. person,” then use an ITIN if you have one, a national tax or identity number from your country, or your passport number if you have no tax ID. U.S. citizens and U.S. resident aliens still use an SSN or ITIN, including if they live abroad. The tax-ID country must match the document you are using.
Accepted types include passport, national identity card, residence permit, driver license, U.S. state ID, U.S. military ID / CAC, and consular ID. Passports generally need only the data page (no reverse). Cards with a back — licenses, military ID, national ID — require a clear photo of both sides. Face photos must show the applicant unobstructed; identity files are held for administrator review and are not published on the public site. On a leave filing only, a filer who truly has no government photo ID may still proceed: upload a face photo, choose “I do not have a government photo ID,” give a reason, and sign the declaration. The packet is reserved; the desk may still request an ID before approval. Retirement, redeployment, adoption, shop, and flight filings still require a photo ID.
